1. Hab ka mid ah siyaalka wiilka ama gabadhu ay u guursan jireen.

Wiilka oo doobnimo ku raaga ama gabadha oo gabadhnimo ku weynaataa waxa ay ahayd mid had iyo jeer dhacda, laakiin reerka uu ka dhashay wiilku kumay sii eegan jirin in uu wiilkoodu sidaa ku gaboobo oo ay guur isa seegaan. Hargeisa’s Isolation & Idiosyncratic Presidency in the South: A Fool’s Errand!

Article-Step-6From a bogus democracy to a creeping dictatorship, Somaliland kept itself in a self-imposed isolation for the last 23 years, claiming to be a democratic tribal land, Africa’s best kept secret. We’ve heard this kind of chatter all the time from some hardliners in Hargeisa, ignoring the ever looming danger giving way to the rise of tribal militia operating both in Khatimo state and Awdal state. What we see now is the eruption of angry public expressing hostility towards the government. The government refuses to back down, and it uses an army of ironclad whenever she faces masses’ uproar where the public demands justice. For those who long argued Somaliland practices inclusive democratic systems must think again. In fact, the manner democracy is being throttled on now in Somaliland brings back the sad memories of military rule. Even elections set to take place have been put on hold indefinitely. “The thrill is gone”, as the late B.B. King used to sing!

 
The “GUURTI”, another unelected government branch of corrupted men (No Women), has become a supreme power who sells votes to the higher bidder, the president. The GUURTI has been in power for 23 years, and have never been elected to start with-that is the lifetime of the majority of the young people in Somaliland. It has been reported more than 75 members of the original GUURTI have either died or been debilitated by age and bad health… becoming absolute. However, each one replicates himself when time comes, and produces his own replacement… his children- a “Wink of Royalty”. The rest extend their term in office by extending the president’s term of office-“scratch my back and I scratch yours.” They did for President Dahir Rayale and they are doing the same thing for President Ahmed Silanyo. The chairman of the GUURTI, Mr. Suleiman Gaal, scored one for the “Gipper”, president Silanyo, few days ago by over ruling the Election Commission’s proposal, and forcing the extension of president’s term in office indefinitely; that equally gives the GUURTI more power to illegally change the constitution as they go. More importantly, Suleiman Gaal affirms the protection of the royalty and solidification of power in the hands of the family—his family. At least for now!

 
The government justifies its actions as issues of national security, ignoring to address the prevalent injustices. This put seeds for anti-Somaliland militias now operating in Awdal at full scale, and it has been an everyday occurrence in Sool (Khatimo state) for decades. Equally frustrated are people in Maroodijeex, expressing their displeasure with how the government is trying to stay in power illegally. What’s different this time is the young generation, the Millennials (generation X), who wants answers for the future they are faced with. There is an emerging rebellious group of young people everywhere, who are well connected to the world social media. They are yearning for democratic systems to participate, fair and square, and this is not just spontaneous impulses. Most of these young people in Somaliland are not interested in joining Al-shabab and destroy their own future; they want to build opportunities for themselves. They want to rebuild an ambitious society that loves one another and creates a prefigurative
system of politics—participatory democracy that embraces the notion of striving for building something bigger than one’s self and better than his/her own clan- a sovereign nation for all.

 
They understand that failure is eminent where tribal agenda is the vision for a nation, and Somaliland’s case is no different. It fails to protect the happiness for all—and the collapse of democratic systems lashed out the people’s hope at the end. It also needs noted that, for all its claims on having successful elections and multi-party (three) systems, Somaliland is no different than other X-lands. Albeit attempts of distancing herself from the rest, the similarity is all there. The only notable difference is that Somaliland made peace with Al-shabab; at least for now. However, the government is trying to silence the masses by putting advocates of justice in jail. What happened to the Wadani political party in Hargeisa was nothing less than usurpation of the government forces over the party property, locking out the party members and forcing the public demonstrations to fizzle and disappear quickly. Clearly, the government has been embittered by the voices asking for justices. Instead the government chose to treat the public and the opposition parties with disdain and with confrontation-silencing them. For how long, one wonders? The Genie is out of the bottle, anyway, and no one should attempt silencing them. The world is watching!

 
On the up side, one senses this could be a turning point for the Somaliland people. There is an enormous appetite for debate and for mutual enlightenment. Exchange of opinions is taking root in Somaliland, thanks to Milennials awareness of the world around them. And even if all their efforts don’t produce immediate consequences, or don’t impact the current government, at least they developed social consciousness. It is just a matter of time before things unravel to their likings. They understand real strength of democratic systems lies less in the hands of a dictatorship and totalitarian system than it is in the hands of the public… we the people. The masses smell blood and they want a change. The struggle in their own generation carries their own name, and investing in their own struggle for rebuilding their future got to be the driving impetus. Equally important is that all young Milennials everywhere in Somalia must join hands in the face of evidence that now stands against their expectation, must kick out the old guard of tribal segregationists, and figure out how to save this country from further humiliation. There is still hope for the union-the nation- in whatever form it may come back. It is up to them.

 
What is clear from the preceding observation, nonetheless, is that Somaliland is just another tribe -dominated region where non-SNM tribes are doomed to a minority status. However, equally failed are all XYZ-tribal lands, and I am not asserting in here there exits democracy anywhere in Somalia. Far from it, democracy faces a mortal threat everywhere in all tribal enclaves in the country, evidenced by this idiosyncratic presidency in display in the South—four presidents all claiming their legitimacy; it is laughable. Political royalty and tribal dominances are the main driving impetus as we see in all other tribal regions. All blame Al-shabab for their shortcomings.
Maximizing tribal agendas can only sustain the happiness of the few in power for a short period, but it entails practical difficulties for the masses. Something is fundamentally wrong in our society. Rigging elections or buying votes, political persuasions and coercions, imposition of unpopular presidents, subversion of the constitution and mass imprisonments, are all becoming common practices in these tribal enclaves. The result is atrophy of democratic systems and a fatal threat to any hope for rebuilding a nation. Where is a military coup when we need one? But that won’t happen either. All major tribes have their own military forces to suppress the rest, lest others attempt crumbling the tribal Royalty. But don’t let their appearance fool you; their worst fear eminently follows them wherever they go.

 

 

Idiosyncratic presidency in South Somalia is in display in here. Three and half presidents claimed their legitimacy, but wait! More are yet to come. A “Wink of Royalty”, nonetheless,-each one sizing up the others and pronouncing, “I am my own man and I can do more mess than you make. My tribe is bigger than yours.”
No doubt, royalty and power grabbing are taking root in all X-lands, dominated by the four major clans. Nothing to be ashamed of there! One cannot help but see each president wants to impress Secretary Kerry in here, telling him he is the one to talk to about Somalia. Each one thinks only the country he represents (tribal region) can deliver Somalis back together, if Ethiopia and Djibouti let him do it. So, I was wondering why president Silanyo was not in the mix when all other Somali presidents were rubbing shoulders with Secretary John Kerry in his recent hasty trip to Mogadishu airport. The country with multiple presidents! It could have been a picture perfect if president Silanyo (another Somali president) joined the group. Four (4) of the 4.5 Somali tribes could have been pictured together in one place-a telling sign that the 0.5 people can sell their votes to the higher bidder, but they should forget becoming one of the presidents.

 
The sad thing about all of this, they don’t even talk to each other or trust one another. You see them nervously worrying about what one of them might foolishly do… one will never know these days. But I suspect Silanyo was probably the fly on the wall, too, listening what was being discussed and watching in case Secretary John Kerry gave away some candy, as usual, ordering them to put their hands in the candy jar and grab what they could for their tribes. But watch out! It could be deadly!

 
In short, I am not here to advise them on how to expand their royalty, but I kept wondering if they could debate in public and tell us why they think the country needs multiple presidents. I don’t mind them calling themselves state governors, if even that, but calling themselves presidents is mind boggling. These are men who never had to face public challenges, elections and scrutiny to clear their names, or defend their plans for the nation, if they even believe in building a nation. All of them are involved in the business of buying votes, from the parliament, of course. However, they have yet to cower in the face of possible public criticism and tell the truth about what they have been accused of: on corruption, money imbuement, or killing innocent people-present or in the past- and all ever more questions Somalis have for someone claiming to be a president. But that will never happen. Maybe they will build libraries and raise funds to eradicate hunger, illiteracy and poverty, or build leadership building institutions after they leave office, –if they ever leave office. And that, I am certain, will not happen either.

bashir_goth2aIt was unbelievably shocking and painful to see Somaliland politicians and administrators outbidding each other in expressing their enmity and hatred for Somalism and the Somali people.

 

While Somaliland politicians were falling over each other to be in the front row of the festivities held in Hargeisa for Ethiopia’s 24th anniversary of the EPRDF’s overthrow of the Mengistu Regime, Somaliland authorities were blocking Somali refugees returning from Yemen to disembark in Berbera port while people of other nationalities were welcomed with open arms.

 

 

Although successive Somaliland governments tried their best to distance themselves from other Somalis, particularly, those in Southern Somalia, things have never reached such level of hatred and hostility.

 

There was even a time when Somalis saw an improvement in attitude when Silanyo government sent a Somaliland delegation carrying relief aid to drought-stricken people in Mogadishu in 2011. Many people saw this as a heartwarming gesture which showed that brotherhood among the Somali people was still intact despite Somaliland’s secession fait accomplice. However things deteriorated quickly to the point that Somaliland today shamelessly and cruelly uses the plight of the weak and scared Somali refugees from Yemen as a political game.

 

 

As a Somali, hailing from Somaliland, and on behalf of the good people of Somaliland, I would like to give my apology to our sisters and brothers who cried for Somalism onboard the foreign ship, who were treated like Burma’s unwanted Rohingya by Somaliland authorities. There is no doubt that history will not forgive the leaders of Somaliland. Nor will decent Somalis, Somalilanders included, ever forgive people like Somaliland President Silanyo, Vice President Saylici, Interior Minister Ina Waran Cadde, Berbera Port Manager Cali Xoor-Xoor, Berbera Governor Fahmi Bidaar and all Somaliland Ministerial Cabinet who accepted and approved this ugly decision. They will remain accountable for your plight. We will name them and shame them. It is a dark spot in our history. Your tears and words will forever wrench our hearts…. “We are Somalis, we speak Somali…aren’t you Somalis” said one of the women passengers. “I don’t want to go anywhere else. I want to live in Hargeisa and Buroa and raise my children here. We don’t need any financial help from you, we have our money. Just let us disembark.” said a mother of six.

 

The returnees came from Yemen, haggard and tired. Seeking only peace and tranquility. They spent many years as refugees in Yemen. They were aliens there but they were welcomed. They dreamed of the day they would return to their homeland and kiss its soil. But when they did, they were rejected by their own kith and kin.

 

 

As Somali Foreign Minister Abdusalam Hadliye said in an interview with VOA, Somalis went as refugees everywhere in the world, both to Muslim and non-Muslim countries, and they were accepted and welcomed.

 

 

“I cannot understand, and all Somalis including Somalilanders cannot understand, why Somali people would be refused to land in their own homeland. This is a logic I cannot understand and I don’t think anyone else understands it,” he said.

 

 

It was reassuring to hear Faisal Ali Waraabe, Chairman of the UCID party, express a similar feeling in a statement to the BBC. The people of Somaliland from Borama to Berbera also expressed their outrage against this infamous action.

 

 

But I expected Somaliland opposition parties and Somaliland civil societies to do more. They should have been demonstrating and camping next to the ship, bringing food, water and other provisions to the people. They should have been holding a sit-in at the port, demanding that they would not leave the place and would rather all die in the heat until Somaliland administration accepted to allow the Somali refugee returnees to disembark from the ship. Above all, I expected Somaliland religious leaders to highlight the fate of these people in their Friday sermons or aren’t these people also Muslims apart from being Somali.

 

 

This is a humanitarian issue and the fate of the weak, tired, and war weary mothers, children and elderly is at stake. It is imperative that any human being in this dire situation let alone Somali people returning to their homeland should be welcomed. The life of these vulnerable people should never have been used as a pawn to score political goals. What a disgrace Mr. Silanyo for taking Somaliland to its moment of infamy.

The Berbera-Port Incident is Beyond Humanity! ( Ali Bahar )

Article-Step-6Racism comes in different forms, and I am sure Somalis all over the world are facing one form of racism or another every day, but the incident in Berbera-port spells even more troubling future for the Somalis. The Hargeisa government is welcoming all nationalities but Somalis from certain regions of Somalia to enter Berbera-port, a blatant inhumane and an outright racism in its worst form. It is an understatement to describe it “as shocking”, and I hope all Somalis are outraged by this inhumane action, where Somalis who are escaping the terror in Yemen are denied an entry back to their country. It is one thing to ask for resources from the UN to manage the exodus of refugees, but it beats the common sense to deny entry and throw these Somalis back to the ocean for the sharks.

 

What is clear, fortunately, is that the Somaliland people are outraged by this act, and many of them are appealing to the Hargeisa authorities to let these desperate Somalis back to their soil. A lot of young people in Awdal, in particular, have already announced that they are ready to receive these fleeing refugees if they manage to arrive at their ports, Zeilac and Lughaya. That is the real Somali character.. . Somalinimo. Kudos to Awdal!

BaasheCismaan Axmed Xasan (Cismaan Indhoole) oo ahaa badhasaabkii ugu horreeyey ee Hargeysa markii gobannimada la qaatay, ayaa ka hadlay sidii uu xilkaas u qabtay iyo xornimadii 26-ka Juun 1960.

 

Cajeled uu Cismaan duubay 27-kii Julay 2006 oo nuqulna uu xilligaas iga siiyey, ayuu kaga warramay taariikhdiisa oo aad u xiiso badan. Cajeladdaas ayaa waxa aan ka soo garoocay dheeg ku saabsan dharaarihii xorriyadda 26-ka Juun ee 1960, maadaama aynu ku jirno bisha oo 26-keedu ku beegan tahay 55 guuradii ka soo wareegtay maalintii gobolladii Waqooyi ka xoroobeen gumaysigii Ingiriis.

 

1956 ayaa waxbarasho la iigu diray Edinburgh. Waxa aannu wada soconnay Axmed Maxamed Aadan Qaybe (AHUN). Waxa la yidhi waxa aad qaadanaysaan shahaado maamulka ah (Certificate in Administration). Waxa aannu nidhi taas ha na laga daayo, waayo saddex kooxood oo naga horreeyey waxa ay soo qaateen Diploma. Waxa raggaas naga horreeyey ka mid ahaa Cabdiraxmaan Caabbi, Anthony Mariano iyo Iimaan Maxamed. Halkii baannu baadhitaan samaynay oo ku ogaannay in Oxford lagu bixiyo diplomada. Iyadii baa na loo oggolaaday oo Oxford baa na loo soo wareejiyey.

 

1959 ayaannu soo dhammaysannay waxbarashadii. Waxa aannu ku soo laabannay waddankii oo kulul oo xornimadii la doonayo. Aniga waxa la iga dhigay DC-ga Ceerigaabo. Anthony Mariano ayaa iiga horreeyey oo isna Hargeysa loo soo beddelay. Ceerigaabo aniga oo ka madax ah ayaa waxa yimi horraantii Feb 1960 badhasaabkii waddanka xukumayey oo kolba meel kormeeri jirey. Waannu is raacnay. Waa jiilaal. Waxa aannu soo marnay Maydh, Xiis iyo dhulka la mid ah. Waxa uu ii sheegay in Ingiriis doonayo in uu dalka nagu soo wareejinayo. Hab-raaca Ingiriiska ee maamulku waxa uu ahaa in sida loo kala sarreeyey jagooyinka la isu siin jirey.

Juun markii la goostay in dalku 26-ka Juun 1960 xoroobayo ayaa Hargeysa la ii soo beddeley. Waxa na la iga dhigay Badhasaabkii ugu horreeyey. Jagada Soomaalidu aadka iigu tilmaantaa na waa taas.

 

26-kii Juun ayaa la i magacaabay. Waxa ku xigeen ii ahaa Axmed Jaamac Cabdillaahi. Cabdiraxmaan Axmed Cali (Tuur) waxa uu isna Burco ka noqday DC. Ra’iisal wasaare na waxa loo magacaabay Maxamed X. Markii ay aqoonsadeen ayay yidhaahdeen kani waa Somalilander ee inaga sii daaya, kuwii kale ee ay qabteenna qaar bay ka laayeen. Dabbaaldeggii ka dib waxa shiray baarlamaankii. Kii waqooyigu hore ba midnimo iyo isku darsi buu Hargeysa ku soo guddoonsaday. Waxa ay ahayd in labada barlamaan midnimada ka wada hadlaan oo barlamaamka Soomaaliya na sida ka Somaliland midnimada guddoonsado. Hase yeeshee taasi ma dhicin.

 

Barlamaanka Soomaaliya wuu is haystay. Iyada oo sidii la isku haysta na waxa la yidhi aynu madaxweyne dooranno. Reer Soomaaliya markaas waxa ay soo

goosteen in Aadan Cabdalle Cismaan (Aadan Cadde) AHUN madaxweyne noqdo. Innagu na (Somaliland) taas ay soo goosteen baynu iskaga raacnay. Isagu na waxa uu ra’iisal wasaare u magacaabay Cabdirashiid Cali Sharmarke (AHUN). Anigu 3-dii Julay ayaan Hargeysa ku soo noqday oo aan dawlad gooni ah ku ahay. Sept 1960 ayaa Cabdirashiid ila soo xidhiidhay oo yidhi waddanka ayaan imanayaa. Waa loo diyaar ahaa oo waa la soo dhowaynayey.

 

Xisbigii NUF ee Maykal Mariano oo doorashadii wax tirsanayey ayaa ka mid ahaa dadka wax ka soo dhowaynayey. Marka madaarka laga soo dego waddada dheer ee ka timaaadda ayay dhinacyadeeda is tubeen, markii uu ra’iisal wasaaruhu ku soo dhowaadey na qolyihii NUF-tu dhabarka ayay u jeediyeen. Qolyihii kale na (SNL) sacabbaday u tumayeen. Berbera iyo Burco ayuu tegey. Wuu ka noqday.

Tusaale ahaan haddii aan soo qaadadanno dastuurka Ethopia qodobkiisa 52aad ee awoodaha iyo shaqo fulinta dawladdu, waa sidan:

 

 

Article 52 Powers and Functions of States
(1) All powers not given expressly to the Federal Government alone, or concurrently to the
Federal Government and the States are reserved to the States.
(2) Consistent with sub-article 1 of this article, States shall have the following powers and
functions:
a) To establish a State administration that best advances self-government, a democratic order
based on the rule of law; to protect and defend the Federal Constitution;
b) To enact and execute the state constitution and other laws;
c) To formulate and execute economic, social and development policies, strategies and plans of
the State;
d) To administer land and other natural resources in accordance with Federal laws;

Waxa ay Somalidu ahaayeen qowmiyad aan hore ula jaan qaadin nidaamka is maamulka fedraalka, muddooyinkii horena waxa ay ku jirteen kacaa kuf iyo socod gaabis ah, oo ay aad uga danbeeyeen qooyimadaha kale, waxaana inta badan wakhtiyadaa hore ragaadiyey aqoonta shacabka oo liidatay iyo xanuunka qabyaaladda oo Soomaalida Ethopia fara baas ku haysey, aadna u kala qaybisay. Iyada oo ay sidaasi tahay haddana waxa ay mar kastaba caqabadaha hortaagnaa kaga baxayeen gacanqabad ay ka helayeen dawladda sare ee fedraalka Ethoipia oo uu hoggaaminayey halyeygii Melisa Zenawi.

Somaliland: Fagaaraha’ Should Apologize to Professor Ahmed I. Samatar

After I watched the Youtube video of professor Ahmed I. Samatar’s response of the community meeting that he was accused storming out… titled ‘Prof. Ahmed I Samatar Muxuu kaga jawaabey Dhacdadii fagaaraha, the professor expressed the poor process… in which there could be a poor planning and procedures (rules and regulation), the professor mentioned the setting … in which could be the shabby venue that the event took place was not the right place to conduct such high level meeting with a sensitive topic, and finally the professor claimed that he was one of the two founders of the ‘Fagaaraha FORUM’… in which could relate his generosity of creating the such FORUM and handing to the active community members.

Before getting deeper in to my testimonial peice, let me share with you that I am from KISMAAYO – Southern part of Somalia while the professor Ahmed Samatar is from GABILEY – Northern part of Somalia. That indicates that we have no tribal relation that one may suspect that my findings could be based on defending him because of a tribal lineage. I remember that he used to advocate UNITED Somalia, but later on I heard that he decided to advocate the SOMALILAND cause. This is a BIG change, but the differences of viewpoint should not be a factor that makes me or anyone else to overlook the issue and avoid to correct what happened. Therefore, if the organizers turned a blind eye what happened, that will not happen without being noticed – and that is all about my testimonial to express my concern of the poorly mistreatment he received at meeting.

Technicality issue: poor rules and regulation of the community meetings

Our community can’t deny that the professor is someone who values Somali-nimo, someone who prefers all Somalis to be educated, and someone who encourages Somalis to be fair and to be morally conscious. I did not attend the meeting he was accused abandoning, and the only information that I am relaying on is the videos posted on Youtube or Facebook by the organizers and non organizers (attendees). Having said that, I am not here taking away the organizers credit, but I am here trying to reflecting with what I have witnessed and what I have seen in some of the many community meetings that I attended in the past. So, I agree with the professor that the issue of poor planning is real since most of the community meeting organizers have poor organizational skills.

I have seen some of them exhibited confused-behavior when it comes to dealing with people. Most of the time the infighting is about who should be at Podium .. such as who should speak at the meeting and who should not. Therefore, based on my observation and what the professor said, it appears to me that he has a point. Again, this goes back to my observation when I met with him and after, the news articles about him, and the academic articles that he wrote. Simply what people miss is that the professor is someone who is respectful and someone who prefers to deal people with dignity, but also expects the same in return.

In his own words “the setting” and the shabby community room

The professor is absulutly right that the setting was poor. It was obvious that there was some sort of desperation that forced to have a such meeting in a such a place. It appears to me there is a lack of funding since meeting rooms cost a lot of money. Apparently, as the professor indicated, someone failed to do his ‘home work’. Based on his video response, the meeting was proposed and finalized two months before the day this event took place. Therefore, organizers should have a better venue than shabby, poor maintained South Minneapolis, MN, Philips Community Hall. Also, the discussion of Somaliland and inviting such a place to a highly regarded community members was historic mistake that should never be repeated.

The need of change and the loss of appetite of meetings

I had a friend who asked me “why were’t you lately attending most of the community meetings?” What she sensed about me is right since I do not attend every meeting as professor Ahmed Samatar advised me when I met with him 6 years ago. One of his sugestions was to be selective the type of the community meeting that I should attend or should not attend since my priority should, MaashaaALLAH, be on my six children’s livelihood, their educational journey, and fulfilling the required fatherly duty since they need me today. Having said that, professor Ahmed Samatar’s emphasis of the South Somalis lack of attendance of the FORUM may not be right. So, could this be an indication that the majority of the Somali community in MN lost appetite for such meetings where the morality is in question.

I would agree with the professor that Somalis should be interested in the Somaliland Topics. However, based on what I heard from the community members, simply the people are no longer interested such unorganized community meetings or FORUMS. I am sure that community members would like to participate another high standard Somaliland program with high standard FORUM with high standard rules and regulations. Never the less, the community is tired with a show run by one person, but prefer a show run by a strong highly ethical team. If loss of appetite is the cause … does that mean … there is a need to create high standard ‘Fagaaraha alike FORUM’?

Meeting with professor Ahmed Warsame in St. Paul, MN

Around 6 years ago, I called the professor Ahmed I. Samatar’s office to set up an appointment, he accepted my request and agreed to meet with him in his office at Macalester College in St. Paul, MN-USA. One thing that I will not forget about that meeting was the advice he gave me. He was a generous man who shared with me a lot of wisdom, personal and family success story and Somali politics in general. It was the first time that I met with him and the last time that I saw him even though I spoke with him one time over the phone after that meeting. The phone conversation was organized by Professor Ahmed Warsame of Calgary who was one of the panel members of event that caused the current uproar.

The second and the last contact with the professor was that I was inquiring an issue that he was accused by members of an online FORUM that I am part of. It was about an insulting and dehumanizing statement towards the people of Mogadisho and the city. After I spoke with him, he clarified to me that his statement was misinterpreted. I told him that I will share the findings with the FORUM without adding or changing of the information that I gathered. I did it.

Finally, the professor has a point that relates with the poor quality of the venue and the way it was organized. Therefore, the professor deserves an apology … only if we have an open mind and eyes that can sense and see what is right or wrong. Otherwise, we will lose a good friend, a member of the learned group and a genuine Somali-nimo oriented professor that like to deal with all Somalis – educated and non educated the same.
